Blueprint for a Stronger Democracy (2025)
A 2025 roadmap to protect and modernize elections in North Carolina. Developed by NC For The People and the Institute for Southern Studies with contributions from 20 partner organizations, the report offers more than 40 proven policies that strengthen voter registration, expand access, and improve election administration.
The report details funding and staffing solutions for local boards, safeguards against intimidation and mass voter challenges, and steps to combat election disinformation and subversion. It also outlines fair-map reforms, ranked choice voting options, transparency and anti-corruption measures, public financing, and judicial integrity recommendations.

In partnership with 15 leading state and national organizations, this updated Blueprint outlines a series of best practices to preserve and enhance North Carolina's democratic institutions—addressing voter access, election administration, and ethics laws with proposals that have earned bipartisan support in other states.
The report details North Carolina's proud legacy of expanding voting access and strengthening democratic institutions, and makes the case that the state can reclaim its leadership role in democracy reform.

The original Blueprint draws on the expertise of 10 state and national groups to highlight best practices used by Democrats and Republicans in other states on a range of democracy issues—voter access, election administration, campaign finance, and ethics laws.
The report notes North Carolina's history of bipartisan leadership in expanding voting access and calls on lawmakers to restore the state's standing as a national leader in democracy reform, offering two dozen innovative and proven solutions to consider.
